         About indexation of monetary valuation of land in 2015.
         The State Service of Ukrain for Gedesy, Cartography & Cadastre has information about the index in 2015, normative pecuniary valuation of lands. It uses the coefficient of 1.433 (letter dated 11.01.2016, the 6-28-0.22-201/2-16).



         Normative pecuniary valuation of lands completed in 2015 shall be adjusted as of 01.01.2016 according to index 1.433, which is in accordance with paragraph 289 of the article 289.2 Code, as amended in paragraph 289.2 Law of 28.12.2014 71-V calculated based on the Consumer Price Index for 2015 - 143.3% (State Statistics Service of Ukraine: letter dated 11.01.2016, the 11.1-5/6-16).

         In 2016, the normative monetary valuation of land settlements, agricultural land and non-agricultural land (except land within settlements), conducted the initial data from previous years is subject to indexation as of 01.01.2016 to index 5.727, which shell be determined based on the aggregate value of the following indexation indexes: in 1996 - 1.703, 1997 1.059, 1998 - 1,006, 1999 1,127, 2000 1,182, 2001 1,02, 2005 1,035, 2007 1,028, 2008 1,152, 2009 1,059, 2010 1.0, 2011 - 1.0, 2012 -1.0, 2013 - 1.0, 2014 - 1.249 and in 2015 - 1.433.

         Normative pecuniary valuation of lands for the years 2002, 2003, 2004 and 2006 are not indexed.


         Coefficients of the land monetary appraisal (shall be determined as a derivative from indexation coefficients) are as follows:

•     in 1996 - 1.703
•     in 1997 - 1.059
•     in 1998 - 1.006
•     in 1999 - 1.127
•     in 2000 - 1.182
•     in 2001 - 1.020
•     in 2005 - 1.035
•     in 2007 - 1.028
•     in 2008 - 1.152
•     in 2009 - 1.059
•     in 2010 - 1.000
•     in 2011 - 1.000
•     in 2012 - 1.000
•     in 2013 - 1.000
•     in 2014 - 1.249
•     in 2015 - 1.433



         However, according to paragraph 6, subsection 6 of the Transitional Provisions of the Tax Code of Ukraine (in edition of the Law of Ukraine dated 24.12.2015 909 VIII On Amendments to the Tax Code of Ukraine and some other legislative acts of Ukraine concerning the revenues to balance the budget in 2016.") established that the consumer price index for 2015, which is used to determine the rate of indexation of regulatory monetary value of agricultural land (arable land, perennial plants, hayfields, pastures and fallow), apply with the value of 120 percent.

         Considering the above, the coefficient of indexation of regulatory monetary value of agricultural land (arable land, perennial plants, hayfields, pastures and fallow) in 2015 is 1.2.



         According to paragraph 5 of the Law on Land Appraisal, standard monetary appraisal of land lots is used for determining land tax, permutation state due, inheriting and granting land lots under the law," rental payments for the land lots being the state and communal property, for the losses born due to the agricultural and forestry-based manufacturing, and for the development of indexes and mechanisms of economic incentive for the efficient utilization and preservation of land. Basic guidelines on the indexation of the land monetary appraisal are represented in the Decree of the Cabinet of Ministers of Ukraine #783, dated 12.05.2000.
